407 ETR generated revenues of $1.495 Billion, and profit of $567.3 Million in 2023.
Originally, the 407 was intended to pay for itself and become a free public highway in approximately 30 years. but the Harris government privatized it in 1999.
The profits otherwise would have flowed to Ontario taxpayers.
Now the average Ontarian can't afford to take Highway 407, and traffic remains congested on Highway 401.

50.01% of 407 ETR is owned by CPP (benefits CPP participants, many of which reside in Ontario, but most don't).
43.23% by a Spanish company.
6.76% by Canadian AtkinsRealis Group Inc.

Ontario taxpayers lost big time.

Additionally, the 407 is underutilized, mainly because of high tolls.
This does not help reduce congestion on surrounding routes, as originally touted.

Ridiculous. That's why it's so expensive to drive on. I drove hundreds of kms on the Florida turnpike for $1.50. That's not a typo. I drove 53km on the 407, and it cost me $25. It's probably a lot more than that now.
