No or at least very few local politicians or the police are particularly concerned about prostitution, at lest partly because of limited resources. Thankfully this is not Alabama or worse. Local scene has been pretty chill for a long time now in this regard, only real LE targets would be exploitation of underage girls and human trafficking, at least that's been the consensus here.
However, by-laws because of a health edict could be enforced, businesses ordered to shut down. Local residents and other small businesses could complain and that would force authorities' hand.

Brother, it is highly unlikely at best. The few anecdotes mentioned over the years on this forum always have same themes. No busting down doors, if and when they ever show up when you are there. Clients never questioned or arrested. LE often somewhat apologetic for interrupting. Only reason LE is there is to check all MPA licences are valid. Perhaps some brethren who have 1st hand experience could chime in?

I think it is more likely Spas will be obliged "voluntarily" close up for a while, assuming of course those restrictions do encompass them. The only thing that seems up in the air, is exactly where they get categorized. I doubt there will ever be a specific public announcement that rub'n'tugs are allowed (or disallowed) to remain open, since they are already a legal grey area.

Problem there is York region is under Red-Control too, so same possible issue may affect those businesses. As I said, we need to see if this becomes clearer during the week. If the high-end body rubs close up, they will likely post it on their websites. I would suspect the holistics and semis would also have to follow suit if that were the case. Any activity thereafter will have to be clandestine.

Cool, I honestly just expect the worse to happen given sometimes it does- but I am new to the spa scene so my worries may be ridiculous. All these announcements do make me feel uncomfortable. Kinda the opposite of what any spa is supposed to do.

It is probably what happened during the first shut down, SPAs that were illegally opened were fined and ordered to shut down as they were violating the city ordinance but to the best of my knowledge nothing happened to the clients.

I actually think I visited spas in stage 2 or whatever. Nothing happened and not sure if this is different- more strict less strict? But I doubt anyone else knows either until time unfolds.

FYI to all, under Orange - Restrict rules for Restaurants, bars and other food and drink establishments, strip clubs are explicitly mentioned:
"Closure of strip clubs"
One should conclude that the "other adult venues" does not refer to strip clubs.
Would spas not be considered under the category "Personal care services"? I don't see any specific mention of barbers, hair salons or nail salons. Are those therefore in this category?

On November 3, the Government of Ontario released its COVID-19 Response Framework: Keeping Ontario Safe and Open to ensure public health measures are targeted, incremental and responsive, while keeping schools and businesses open, maintaining health system capacity and protecting vulnerable people.
Effective Monday, November 16 at 12:01 a.m., York Region will move to the Control - Red zone. In this zone, broader-scale restrictions across multiple sectors must take place to control transmission. This is the most severe zone before widescale business or organizational closures.
Restrictions in the Control – Red zone include:

• Gathering limits for all organized public events and social gatherings set to 10 people indoors and 25 people outdoors
• Gathering limits for religious services, weddings and funerals set to 30% of capacity indoors and 100 people outdoors
• The requirement for COVID-19 screening at all workplaces
• The requirement for face coverings in all public spaces (with limited exemptions), including indoor workplaces
• The requirement for enhanced worker protection (e.g. eye protection) where patrons without face coverings are within 2 metres of workers
• Workplaces must develop and implement a communication or public education plan to highlight and reinforce risk
• Physical distancing must be maintained
