Ok one step at a time.

1 - since you want white girls that rules out all the Asian spas in that end of the city.
2 - because you are looking for something very specific you will have to do your own investigation.
3 - We can give you a guide as to where to look but you have to make your choice before hitting the place

Vaughan would be your best bet north of TO
Muse Spa - (905) 660-7721 - 30 Freshway Dr, (400 & Hwy 7), Vaughan Spa (647) 721-8812 - 566 Rivermede Rd, (Same area 5 min drive from Muse) and Blondie Massage (647) 462-8888 - 435 Bowes Rd, (same area 1 min drive from Vaughan Spa) would give you the best chance at finding what you want. these 3 places have websites, look them up.

If you want something towards the East end you'll have to go further south into TO. Flirt 3680 Victoria Park , Perla 3670 Victoria Park, (both Vic Park south of Gordon Baker) are close to Markham. Pure 32 Mobile Dr, (Vic park and Eglinton) and Elite 70 Silver Star (Midland and Finch) are further south.

Have not been to these specific spas, however from past experience with the holistic type of spas one finds in scarboro, you pay the door fee up front and the service fees in the room to the MPA. Sometimes this payment is combined once in the room; that will depend on whether there is a separate person waiting on the door. In lower end spas this may even be the mamasan.
On your first visit you should expect to do two transactions. Play it by ear once the session starts. If you are too pushy and they do not know you they may think you are LE. I would not announce you want FS as soon as you walk in. You will be revealing yourself as a newb at best. From experience, once the MPA trusts you declining FS may actually be harder than obtaining it. Be cool and it will work out.
Also the typical fee structure for in room services is 40/60/80 = topless/reverse/bodyslide, 100/120+ BJ/FS, although prices may vary (usually to the upside). Remember this will be on top of your door fee. Some MPAs will prorate these rates upwards for longer sessions. Therefore for FS at holistic expect to pay at least 160 all in (excluding any discretionary tip) for a half hour.
I agree with the posts above. Do not set your expectations too high. Getting a really good massage and good FS in any spa in Toronto/GTA will likely be something of a unicorn.
