WTF, are there people with nothing to do but just stand around all day taking pictures of videos hoping something tragic will come up????????

Kudos to the person that caught the hit and run jerk but it does have me wondering how he was able to take the picture/video of it.

A man has surrendered to police after a hit-and-run incident in North York left a pedestrian with serious head injuries.
The victim, a woman in her late 40s, was crossing the road near Keele St. and Grandravine Dr. around 10:30 p.m. Monday when she was struck by a car.
The driver fled the scene, heading west onto Grandravine Dr.
The victim was rushed to a Toronto trauma centre. Her injuries were believed to be life-threatening at first and were later downgraded to serious.
There is a set of lights at the three-way stop but police said they think the victim wasn’t crossing at the crosswalk.
Police say several witnesses captured the incident on their cellphones and gave the footage to investigators, who were looking for a grey or silver 4-door Acura.
A man turned himself in to police Tuesday morning.
